Ambassador at-large on Human Rights and Democracy Mr. Rauno Merisaari (b. 1957) is a Finnish diplomat and has a long career in the human rights policy and foreign relations both in the government and in civil society.

He is a leading expert in the international human rights policy and in charge of the international democracy promotion policy in the government. His portfolio includes the Government´s human rights reports to the parliament, freedom of expression off- and online, ICT and human rights, rights of the Roma.

He has worked as Senior Adviser on human rights in the Ministry for Foreign Affairs designing and promoting human rights policy strategies, democracy promotion, business and human rights as well as economic, social and cultural rights and human rights based approach to development. Amb. Merisaari has worked as the Head of the Cabinet for the Minister of Development Co-operation, as the Secretary-General of the United Nations Association and as Special Adviser in the European parliament and in several civil society positions. He is graduated in Political and Social Sciences from Turku University.
