I hold a degree in Systems Engineering and Computer Science and a bachelor in Computer Science and Management from University Jean Piaget - Cape Verde. With more than ten years of hands-on experience, working in the Web design and application development domain, I had the opportunity to develop several significant skills in coding dynamic web systems using a set of modern web programming languages and frameworks, contributing to enforce the national organization's presence on the internet through online portals and systems.
In the last five years, I also led a Web and Multimedia Department at NOSi, a company responsible for the E-Government program in Cape Verde, driving a team with 8 senior Web development and design experts and participate directly and actively in several national-level projects.
Recently, I was appointed to the position of Digital Economy Adviser, to assist the General Director of Telecommunication and Digital Economy of Cape Verde, in design and management of many national level ICT policies, programs, and projects to promote the Digital transformation in Cabo Verde. This new organization has under its responsibility the following attributions: Propose the definition of the bases on which the national policy of technology, innovation, and digital economy should be based; Stimulate and support the digital economy, including through initiatives aimed at promoting entrepreneurship and creating innovative business models; Evaluate and indicate alternatives regarding the improvement of the infrastructure necessary for the development of the digital economy, in articulation with the competent bodies and entities; Conduct studies and formulate public policies to foster innovation, digital entrepreneurship, the development of the digital economy and the information technology market; Propose standards of consumer protection in the digital economy; Propose measures to encourage innovation, technological capacity-building and the removal of barriers to the development of the digital economy;
