Harnessing Technology for the Public Good: Improving local government performance and accountability through new technologies
Citizen engagement and improving public sector governance and accountability are major concerns for not just new democracies, like Tunisia, but older democracies that see more and more civic disengagement in public affairs. Despite the introduction of several mechanisms to engage citizens in decision making processes, participation remains low and non-inclusive, particularly for youth and working class citizens who are excluded or self-exclude from the process. So, how can we achieve good governance based on inclusive, active, and transparent public participation ? Technology provides potential tools to face this critical challenge, from disseminating information, and promoting education, consultation and dialogue to decision-making and monitoring. This session brings together researchers, practitioners and policymakers to look at how new technologies are being used and can be used to create more accountable, effective and responsive local governance. How can we harness the huge potential of new technologies to engage government, citizens, the private sector and civil society in the delivery of better local governance and services?

Technologies à l’usage du bien public – Améliorer la performance et la redevabilité des collectivités locales par le biais des technologies

L’engagement citoyen et l’amélioration de la gouvernance du secteur public sont des préoccupations majeures, non seulement pour de nouvelles démocraties telles que la Tunisie, mais aussi pour des démocraties aguerries qui voient de plus en plus le désengagement citoyen des affaires publiques. Malgré l’introduction de plusieurs mécanismes pour engager les citoyens dans les processus de décisions, la participation reste faible et non inclusive, particulièrement pour les jeunes et les classes populaires qui sont exclues ou s’auto excluent du processus. Comment donc pouvons avoir une bonne gouvernance basée sur la participation publique inclusive, active et transparente ? La technologie propose de nombreux outils potentiels pour répondre à ces défis : de la dissémination de l’information jusqu’à la prise de décision et au pilotage, en passant par la promotion de l’éducation, la consultation et le dialogue . Cette session rassemble des chercheurs, des praticiens et des décideurs politiques pour examiner comment les technologies sont utilisées et peuvent l’être pour créer une gouvernance locale plus redevable, efficace et responsable. Comment peut-on exploiter l’énorme potentiel de la technologie pour engager le gouvernement, les citoyens, le secteur privé et la société civile dans la livraison d’une meilleure gouvernance locale et de services locaux.
