Together at RightsCon Tunis, our first summit hosted in the Middle East and North Africa, more than 2500 expert practitioners will come together across over 400 sessions to shape, contribute to, and drive forward the global agenda for the future of our human rights.

Lisa Vermeer is a passionate policy expert with a focus on internet and technology, human rights, cyber security, the EU and its interlinkages. She is the Digital Policy Advisor of the International Center for Not-for-Profit Law (ICNL), an international NGO that promotes an enabling legal environment for civil society, freedom of association, assembly, expression and public participation around the world. Lisa is developing and implementing ICNL’s digital program. She focuses on online disinformation, data protection, AI and empowering civil society groups to navigate the legal environment impacting digital rights.

Before joining ICNL, Lisa has advocated for human rights online on behalf of the Ministry of Foreign Affairs of the Netherlands. At the MFA and during her tenure at the Dutch House of Representatives, she led and contributed to a range of national, European and global digital policy files. Her approach is characterized by a human rights perspective and emphasis on inclusiveness and participation. She holds a Master’s degree in European Politics and External Relations (Political Science) from the University of Amsterdam.
