Krisztina is a research fellow and lecturer in law at the Human Rights Center of the University of Minnesota. She also serves as senior legal advisor to the United Nations Special Rapporteur on the promotion and protection of human rights and fundamental freedoms while countering terrorism.
Krisztina’s background as a practitioner and academic is in human rights and security policies, with particular focus on counter-terrorism and violent extremism. In her current capacity, she leads the support provided by the University of Minnesota Human Rights Center to the mandate of the Special Rapporteur on counter-terrorism and human rights. Previously, she provided legal and policy advice, in support of the leadership and advocacy by the the United Nations High Commissioner for Human Rights, on the protection and promotion of human rights in armed conflict and other situations of violence as well as in the context of preventing and countering terrorism and violent extremism. Working as a lawyer with the Directorate of the Jurisconsult of the European Court of Human Rights, she provided research support on matters pertaining to human rights and public international law to the Sections and the Grand Chamber of the Court. In this role she also advised on the interplay between human rights law and the law of armed conflict in relation to several cases adjudicated before the Grand Chamber.
As a senior researcher with the Human Rights, Big Data and Technology project housed at the Human Rights Centre of the University of Essex, Krisztina focused on the human rights impact of data-driven technologies, including regulatory and governance responses to the use of such technologies at the international and multi-stakeholder level. Her research also extended to the human rights implications of ways in which businesses cooperate with governments in the area of surveillance as well as access to and use of online services and content. In this context, she explored human rights concerns linked to the role of Internet platforms, in particular social media companies, in addressing terrorist or violent extremist third-party content.
Krisztina also worked with the International Committee of the Red Cross, the Geneva Centre for the Democratic Control of Armed Forces (DCAF), the United Nations Office of Amnesty International in Geneva and the European Union Agency for Fundamental Rights and was a visiting researcher at New York University School of Law.
Krisztina holds a PhD in international law from the Graduate Institute of International and Development Studies in Geneva, an LLM in international humanitarian law and human rights from the Geneva Academy of International Humanitarian Law and Human Rights, a master’s degree in comparative law and governance from the Andrassy Gyula German University in Budapest and a degree in law from the Babes-Bolyai University in Cluj Napoca, Romania.
